Ontario International Airport launches RFP for airline lounges

US. Ontario International Airport (ONT) in Southern California has issued a Request for Proposals (RFP) for the management and operations of two airline lounges in Terminal 2 and Terminal 4.

The contract term is five years with a fiveyear option at the sole discretion of the airport CEO.

ONT sits on 1,741 acres in the City of Ontario and is located 35 miles east of downtown Los Angeles. The airport has two parallel runways, two passenger terminals (T2 and T4), and a separate Federal Inspection Services facility for international arrivals.

ONT has scheduled commercial passenger services to over 26 major airports in the US, Mexico, El Salvador and Taiwan, with an average of 70 daily departures (pre-pandemic)

ONT is located conveniently in the heart of Southern California with immediate access to several interstates and freeways. It is one of the country’s fastest-growing airports, serving over 5.5 million annual passengers.

It is a medium hub airport, approximately 98% origination and destination, that serves over 11 million residents in a five-county catchment area.

Ten commercial airlines operate at ONT; three providing service to international destinations. Eight of these carriers operate as signatory passenger airlines under an Operating Use and Lease Agreement with the authority that expires on 30 September 2024.

The airport’s passenger volumes have recovered strongly since the beginning of the COVID-19 pandemic. In the last 12 months, airlines have announced new flights to over 11 destinations, with at least four of these being cities previously unserved from ONT.

Passenger traffic increased by almost +200% in June year-on-year to reach an impressive 90% of the June 2019 level, the latest milestone in the airport’s rapid rebound from the crisis.

ONT has welcomed both Hawaiian Airlines (to Honolulu, Hawaii) and Avianca Airlines (to San Salvador, El Salvador) in the last four months.

The Ontario International Airport Authority (OIAA) wishes to provide airport guests with a friendly environment that helps reduce the stress of travel, while offering them a superior travel experience and productivity- enhancing amenities, such as access to high-speed Wi-Fi networks and common-use lounge spaces.

The OIAA is confident that the development of a broad width and breadth of food & beverage outlets in each of its terminals will be an important step to providing such highly-sought-after amenities.

Common-use passenger lounges are requisite concessions for many international carriers, including China Airlines at ONT. The lounge in Terminal 2 was a requisite concession to support China Airlines as it launched the first trans-oceanic service from a Southern California airport other than LAX in the history of the region.

The OIAA continues advanced discussions with several international airlines that are actively exploring the commencement of additional non-stop services to/from Asia and Europe. The OIAA said that it fully expects to welcome a plurality of these carriers, operating trans-oceanic services, to ONT in the near-term future.

A non-mandatory pre-proposal meeting, that can also be attended virtually, will be held on Thursday, 5 August at 10:00 a.m.

RFP requirements and copies of the contract documents, containing full particulars including pre-proposal meeting details, scope, historical information for passenger enplanements, food/beverage and retail operations, are only available for download through Planet Bids at https://pbsystem.planetbids.com/portal/31225/portal-home.
