SINGAPORE. The new Civil Aviation Authority of Singapore (CAAS) and Changi Airport Group were launched by the government of Singapore today. The two entities, formed from the corporatisation of Changi’s airport operations and restructuring of the existing CAAS, were created to develop Singapore as a leading air hub and a global city.
The new CAAS will focus on the development of the air hub and aviation industry in Singapore as well as the provision of air navigation services. The newly created Changi Airport Group will focus on managing and running Changi Airport.
Minister Mentor Lee Kuan Yew attended the launch event at Changi Airport Terminal 3 this afternoon and unveiled the new logos of the two entities.

Minister for Transport and Second Minister for Foreign Affairs Raymond Lim announced the corporatisation of Changi Airport and the restructuring of CAAS in August 2007.

The mission of the new CAAS is “to grow a safe, vibrant air hub and civil aviation system, making a key contribution to Singapore’s success”.
CAAS said it will work in partnership with Changi Airport Group to develop Changi Airport as a global air hub, expand Singapore’s links to the rest of the world, and play an active role in promoting and developing the aviation industry in Singapore.
CAAS Director General Yap Ong Heng said: “CAAS will be an enabler of the civil aviation sector, with the goal of making Singapore a global hub of aviation excellence. We will also enable opportunities through aviation, trade, business and people connections; enterprise and ventures; employment and individual pursuits.
“Working with our partners and stakeholders, CAAS aims to enhance aviation’s significant contributions to Singapore’s economic development and position as a global city. We also aspire to be a leader in civil aviation, playing a key role in shaping international aviation.”

Changi Airport Group
Changi Airport Group will manage the airport operations and undertake operational functions for Changi Airport. In addition to its role in airport operations, investments in foreign airports will also be under the ambit of Changi Airport Group.
Changi Airport Group Chief Executive Officer Lee Seow Hiang said: “Our mission is to be the world’s leading airport company growing a vibrant air hub in Singapore and extending our reach beyond our shores.”
The government also said it would be entering into negotiations with Temasek – the investment arm of the Singapore state – on the sale of Changi Airport Group to Temasek.
Shopping promotion
To mark the creation of the two entities, Changi Airport Group will be giving away a special S$5 voucher to all passengers departing from Singapore Changi Airport for the month of July.
The vouchers will be distributed to passengers over the check-in counters. The vouchers can be redeemed at shops (all retail, food & beverage and services outlets) in both the public areas and Departure/Transit Malls of the terminals.
On top of the S$5 voucher giveaway, passengers who spend a minimum of $77 by any means in a single receipt can take part in the Lucky 7 Jackpot game. Participants stand to win vouchers in denominations of 7 up to $77. In addition, kiosks featuring items from different retailers have been up set up to give passengers the flexibility to purchase various items from different shops at one kiosk.
