Hainan offshore duty-free sales surge +25% to US$1.45 billion since policy adjustment

CHINA. Hainan’s duty-free sales have reached CNY10.05 billion (US$1.45 billion) since enhancements to the offshore duty-free shopping policy were implemented on 1 November 2025, according to Haikou Customs.

That represented a +25.32% increase year-on-year. The number of shoppers rose just +1.84% to 1.326 million.

The latest figures show the strong momentum of duty-free consumption in the Hainan Free Trade Port, Haikou Customs commented.

The policy adjustment expanded the number of duty-free categories to 47, allowing six categories of domestic goods to be added.

Eligible buyers have been expanded to include “people departing from Hainan and leaving the country”. Local Hainan residents with departure records in the province within the calendar year may purchase duty-free goods from the ‘buy and pickup’ category without purchase frequency limitations.

Boosted by the enhanced offshore duty-free shopping policy, China National Service Corporation (CNSC) in Sanya recorded a +183% year-on-year sales increase over the three-day New Year holiday (1-3 January)

The new policy is designed to give tourists and islanders a wider variety of retail options and boost the vitality of the province’s consumer market. 🏝️
