USA. JFK Millennium Partners (JMP), the company selected by the Port Authority of New York & New Jersey to build and operate John F. Kennedy International Airport’s new Terminal 6, has released multiple requests for proposals (RFPs) for guest services, security and maintenance/janitorial services. The terminal is planned to open in Q1 2026.

T6 is a key component of the Port Authority’s US$19 billion transformation of JFK International Airport. It is being developed in two phases, with the first six gates opening in 2026 and construction completion expected by 2028.

JFK T6 Guest Services RFP

JMP is seeking a “best-in-class” guest services partner to develop and execute a comprehensive service offer throughout T6, including:

  • Providing staffing and training for guest experience positions at multiple touchpoints
  • Facilitating guest access to terminal amenities and services
  • Serving as T6 and JFK airport subject matter experts
  • Seeking out ‘Surprise and Delight’ moments for guests

Questions regarding how to take part in the T6 Guest Services RFP should be sent via email to T6GuestExRFP@vantagegroup.com.

JMP is also seeking industry-leading security and maintenance/janitorial services partners under separate RFPs.

“As we approach the highly anticipated on-time opening of phase one in 2026, we’re thrilled to begin this important next step in our journey. We’re excited to partner with firms that share our vision and can help us create an exceptional travel experience for T6 guests, every day,” said JFK Millennium Partners Chief Operating Officer Karen Ali.

JMP said it aims to maximise the participation of Minority & Women Business Enterprises (MWBE), Local Business Enterprises (LBE), and Service-Disabled Veteran-Owned Businesses (SDVOB) throughout its RFPs.

All RFP participants must submit diversity participation plans detailing their strategy to achieve JMP’s goals of 30% MWBE, 10% LBE, and 3% SDVOB participation.

JMP marked the launch of its phase one operations procurement with an RFP informational event for the Queens community at Queens Borough Hall on 13 January, which was attended by over 100 participants. A second outreach event aimed at matching prime bidders with smaller sub-contractors will take place virtually on 19 February.

JMP expects to select its first set of partners under the latest RFPs no later than April 2025.

Interested parties can email the respective JMP procurement teams to request a copy of the applicable RFP and obtain additional information. All participants will be required to sign a non-disclosure agreement to obtain access to the RFPs. The deadline to submit individual proposals varies.
