SINGAPORE. The Civil Aviation Authority of Singapore (CAAS) has called a tender for a brand-name Western specialty restaurant concession at Singapore Changi Airport Terminal 2’s Arrival Hall North, mezzanine level.
The CAAS is using the “˜two envelope’ system to assess the bids.
This means that interested parties are required to submit the concept proposal and the financial (“˜Tender Bid’) proposals in two separate envelopes. Bidders that do not pass the concept (qualitative) stage will have their financial offers returned unopened.
The contract starts on 17 November 2009 and runs until 16 November 2012 with an option to renew the term for three years.
