US$42 billion and climbing: Hainan celebrates 15 years of transformational offshore duty-free business

CHINA. 20 April was a red-letter day for Hainan as the island province celebrated the 15th anniversary of the official implementation of its far-sighted offshore duty-free policy.

Since its introduction, the policy has become a key engine driving the development of Hainan as an international tourism consumption hub and has transformed China’s and Asia’s travel retail landscape.

According to figures just released by Haikou Customs, from 20 April 2011 to 19 April 2026, cumulative offshore duty-free sales in Hainan reached RMB286.4 billion (US$42 billion). During that 15-year period, 50.87 million shoppers purchased a combined number of 347.88 million duty-free items, the agency said.

“With the continuous policy optimisation and expansion of consumption scenarios, the island’s offshore duty-free market has steadily grown, establishing itself as a significant growth driver for China’s overall duty-free consumption,” Haikou Customs noted.

From small (but crowded) beginnings in downtown Sanya, China Duty Free Group has driven the extraordinary 15-year Hainan offshore duty free success story. “I have written much about China Duty Free Group’s Sanya downtown duty-free store in the past and the phenomenal levels of business it is doing. To see it with my own eyes and to witness a near consumer frenzy that reminded me of the Christmas Eve last-minute shopping rush on London’s Oxford Street multiplied fivefold still took me by surprise,” wrote Martin Moodie in a 2013 Blog. His photos tell their own story.
Big beauty brands such as Estée Lauder and Chanel have long been the mainstay of the Hainan offshore duty-free channel

Compact became giant on 1 September 2014 when the first phase of the Sanya International Duty Free Shopping Complex (top of picture) opened, its original 120,000sq m retail footprint making it the world’s largest standalone duty-free store at the time. The complex grew again with Phase II in 2020 while on 28 December 2023 the new Block C and acclaimed Global Beauty Plaza were opened.
Giant became gigantic on 28 October 2022 as cdf Haikou International Duty Free Shopping Complex welcomed its first customers. The 280,000sq m plot saw the emporium assume the mantle of world’s largest individual duty-free shopping arena.

The recently concluded 6th China International Consumer Products Expo (Hainan Expo), held in Haikou from 13 to 18 April, delivered a telling boost to the sector, Haikou Customs said, offering a major showcase and trading platform for high-quality consumer goods from China and across the globe.

Haikou Customs data show that, during the event, Hainan’s offshore duty-free sales reached RMB470 million (US$68.9 million), with 85,000 shoppers purchasing 403,000 items.

China Duty Free Group has subsequently been joined by other offshore duty-free retailers on the island. Pictured top to bottom are CNSC and Hainan Tourism Investment Duty Free Co (HTDF) in Sanya, Wangfujing Duty Free in Wanning and GDF Plaza in Haikou.

Haikou Customs said the robust momentum demonstrated strong market appeal and consumer resilience,

“Leveraging the ongoing evolution of its offshore duty-free policy and the catalytic impact of major events like the Hainan Expo, Hainan is fast-tracking the development of a globally competitive consumer ecosystem, further solidifying its status as a premier international tourism consumption destination,” the agency concluded. 🏝️
