Avinor tenders US$212 million kiosk programme across four airports

NORWAY. Norwegian airport operator Avinor has launched a tender for kiosk/convenience store concessions with an estimated total value exceeding NOK2 billion (US$212 million) over five years.

The contract will cover these operations in the key airports of Oslo, Bergen, Trondheim and Stavanger.

The tender spans around 23 kiosks/convenience stores and one self-service solution, aimed at delivering fast, accessible and efficient retail services for time-pressed travellers across the network.

Kiosk retail forms a core part of the passenger offer at Norwegian airports, catering to demand for quick purchases before departure, between connections and during short dwell times.

The offer centres on simple food & beverages, coffee, snacks and essential travel items in high-tempo environments.

Avinor Commercial Director Terminal Iskra Skram said: “The kiosks play a central role in the airport’s overall offer. They should be easily accessible, easy to use and adapted to travellers on the go.

“Through this competition, we want to ensure solutions that work well both for passengers and for the daily operations at the airports.”

Key requirements

Avinor noted it is seeking flexible and operationally efficient concepts that can be tailored to differing traffic flows, passenger profiles and local conditions across the four airports.

The airports operator notes that requirements vary significantly between major hubs and regional gateways, with kiosks expected to perform consistently during peak periods and quieter intervals alike.

According to Avinor, for passengers, the focus for successful bidders should be on clear layouts, speed of service and strong accessibility.

The kiosk programme plays a strategic role in Avinor’s commercial model, supporting revenues that help sustain its nationwide airport network, including socially critical but lower-traffic locations.

Avinor Executive Vice President Commercial Management and Development Joachim Lupnaav Johnsen commented: “Effective kiosk solutions are important both for the customer experience and for the sustainable operation of our airports.

“This competition is an important contribution to the overall Avinor model.”

The contract will run for five years. The four airports served a combined 53 million passengers in 2025, with volumes expected to reach 56 million at the start of the concession period.
