MARIANA ISLANDS. A.B. Won Pat International Airport Authority (Guam International Airport Authority/GIAA) today issued a Request for Proposal (RFP) for its Special Retail Merchandise concession.
The incumbent is Lotte Duty Free, whose extended concession term ends on 20 July. The deadline for submissions is 4pm Chamorro Standard Time (ChST), 29 May.
A pre-proposal conference will be held on 3 April, followed by a tour of the available facilities.
All prospective proposers must register by submitting to GIAA the Acknowledgment of Receipt Form included as part of the RFP.

The RFP has been issued despite the GIAA Board giving its approval on 27 February for airport management to negotiate a possible further extension with Lotte Duty Free.
That possibility arose after long-time A.B. Won Pat International Airport concessionaire DFS agreed to waive a provision in a settlement agreement between DFS, GIAA and Lotte that ended a long-running and bitter dispute tracing back to the controversial 2014 tender.
Lotte Duty Free was awarded a ten-year concession in that tender, ousting long-time incumbent DFS. Lotte’s contract was subsequently extended until July 2026 by the Guam Legislature to compensate the Korean travel retailer for hefty losses from the global pandemic and Typhoon Mawar.
While a contract extension remains a possibility, GIAA has effectively hedged its bets to secure the future of the business from July.
A Lotte Duty Free spokeperson told The Moodie Davitt Report, “We are currently reviewing both the Guam airport bidding process and the possible extension of the contract term. At this point, no decisions have been made.” ✈

Term:
Base term is ten years. This may be extended for one additional period of five years at the discretion of GIAA, upon the same terms and conditions as provided in the draft concession agreement, except for rent and mid-term improvements which will be negotiated at that time. Ultimate duration not to exceed 15 years.
