Owen Roberts International launches RFP for 16,000sq m of concessions space

CARIBBEAN. The Cayman Islands Airports Authority has launched a Request for Proposals (RFP) for duty free/duty paid, retail and food & beverage concessions at Owen Roberts International Airport’s remodelled terminal.

A total of 18 units are included in the RFP, covering 16,003 sq m. This consists of seven duty free/duty paid units in 5,001sq m of space; two news & convenience and two speciality retail concepts in a 1,852sq m area; and seven F&B units in 9,150sq m of space.

The concessions are for terms not to exceed ten years for the F&B units and seven years for the retail and duty free/duty paid units.

Successful bidders will pay either the minimum annual guaranteed rent or an agreed 20% of gross concession revenue (sales).

The authority said it was looking for a concession plan that “provides an assortment of local, regional, national, and international concepts and products, first-class service and good value to passengers and all other airport users”. This includes offering menu and merchandise assortments that reflect Caymanian and Caribbean themes, interests, and tastes, it said.

Proposers may submit bids on any space in which they are qualified to propose, but may not win spaces that are similar in concept or product mix and no more than three spaces in total.

A pre-proposal briefing will take place on 4 May, with questions due by 18 May. Proposals must be submitted on or before 30 June. The authority is aiming to approve and award the concessions in August.

The remodelled terminal will offer a two-floor layout with departures, arrivals, baggage claim, ticketing, and security screening on the ground floor with administrative offices on the second floor. With the exception of a post-security second level restaurant overlooking the airfield, all concessions will be located on the ground floor.

Centrally located within the terminal, prior to security screening will be one full service food offering, and in the east end of the terminal will be a news/convenience location.

Departing passengers will enter the terminal on the ground floor. They will enter the airside through the security screening and empty out into a duty free/duty paid zone with the seven available concession spaces.

Passengers will then have an opportunity to visit the concessions hall to the immediate right (west end of building) which will include both a four-unit dining hall, a news/convenience store, and two speciality retail offerings. A bar will be located in the middle of the concourse and will have a connecting full service restaurant one level directly above the bar.

The ongoing development of the terminal is expected to be completed in phases over the next few years. The first concession space to be made available will be the landside retail shop and the arrivals duty free unit. To follow in June 2018 are all the concession spaces in the departures hall, including the main dining hall, the two retail stores, the news gift store, and the departure level beverage bar, the authority said. The final phase is scheduled for December 2018. It includes the seven duty free spaces, the upper level restaurant and the landside restaurant.
